"Pedagogical technologies for the development of schoolchildren’s functional literacy"

Dear colleagues!

As a university chancellor with 30-year working experience, the 1990s Minister of Education, I know the school problems well. And due to my immense, sincere respect for the teacher's work I welcome the conference participants on behalf of Kazakh-American Free University huge team!

We, the university chancellors, and the whole society depend entirely on teachers and their professionalism. Whether you are an academician or a renowned scholar you will not manage to prepare a good specialist in chemistry at your university, if a schoolteacher has not formed his\her basic knowledge and interest in this science and the ability to work hard.

Undoubtedly, at present some measures to improve teacher’s status and prestige of pedagogical work have been taken. However, there has been no radical change in the teacher’s status yet. Our society today is deeply indebted to the teacher. A poor teacher is the way to the spiritual crisis of the society. And it is more dangerous than the economic crisis. The state, which forgets about the needs of teachers, cannot have decent future. An independent republic needs a teacher who can live freely without thinking about his\her daily bread, without being humiliated by the bureaucratic power.

Moreover, the innovative age, the modern information environment, actively influencing the student’s consciousness, and multilinguism require the school teacher to have high professional level of literacy and new teaching approaches. The teacher influences the school graduates being ready to learn to work efficiently under the real life conditions and to develop oneself for better future. In fact, this is a fundamentally new image of a teacher.

How can we provide the required level?

The first is to change the system of teacher’s training and to ensure a careful selection of applicants for teaching majors. Today pedagogical schools teach not the best high school graduates, but the state allocates a lot of funds and provides state-financed places. Good motivation can be provided by significant increase of the scholarships in pedagogical universities. Maybe, we should consider training teachers only for master's programs, after they have completed the basic, profile-oriented major.

The second is to change the teacher’s training curricula, ensuring pragmatism and practical orientation of training.

The third is to refocus the teacher’s training on individual work with each of them, according to the level of their professional competences.

The fourth is to establish clear parameters of teachers’ social status and significantly increase their salary in accordance with the achieved level of pedagogical skills. Strong teachers make strong students. Strong experts make a prosperous, competitive state.

Also, the teacher's role in solving a number of other education problems immeasurably increases.

First, the school, providing students’ basic training, should monitor and assess their individual data, potential, interests and intellectual growth and reveal talents. No more than 30% of graduates have the real potential for studying at university. The other should acquire working professions, technical secondary education and study in vocational schools. That is, the teacher is required to provide competent, timely professional diagnosis, which allows to determine the most acceptable and feasible learning level for every student in advance. Only then we will be able to overcome the dangerous trend of higher education becoming mass and, as a consequence, graduate unemployment.

Second, our teachers are mostly not ready to quality polylinguism which becomes urgent need of time. Relevantly, the President, giving his speech at the Jubilee Session of the Assembly of Peoples of Kazakhstan, evaluated multilinguism as the most important strategic priority of education development. In this sense, the teacher, regardless of his\her specialization, has to be fluent in both the world universal language, that is English (as the informational material is often in English) and the state language, i.e. Kazakh.

The third point concerns the United National Test. In recent years, this procedure is often viewed like teacher’s training the graduates for positive results only in specific subjects. We can understand the teachers as today the UNT results are an indicator of the quality of their work. But we have to overcome this imbalance. I consider it is more appropriate to provide high school students’ annual testing with giving them the final certificate of study completion, which in combination with the United National Test will provide an objective picture of a student’s knowledge level during the whole period of study. And I believe in the long term it will be possible to cancel the final exams. For 12 years of study the school can get quite objective awareness of the student's knowledge and give the final grades for all subjects.

I allowed myself to share just a few ideas for further harmonization of the education system. More detailed all these issues are described in my last monograph called "The Rector – the Conscience of the University", which was presented at the National Library on the initiative of the Almaty Bureau of the Kazakhstan Republic President Press Service.

Of course, there still are issues to discuss. And the personal, civic responsibility of each of us is an objective and critical thinking and taking particular measures to resolve the problems for decent future of our children.
